CENTRE FOR ADDICTION & MENTAL HEALTH PHASE 1C

CAMH Phase 1C is an approximately 655,000 sq.ft. expansion development on the existing campus site using Design - Build – Finance – Maintain (DBFM) delivery model. In the form of two separate buildings, located in one of the most prominent streets of Toronto, the project involves inpatient and outpatient clinical services for people with complex mental illness, including emergency care and therapeutic supports as well as research and educational facilities and information and resource services. These two separate buildings are physically connected to other existing facilities which are currently managed under a separate (Phase 1B) DBFM contract. The development also involves extension of roads, parks and green space improvements and restoration of heritage structures. The Request for Proposals submitted on September 7, 2016.

KEY SERVICES

  • PPP Advisory services including:

    • Developing the project delivery framework
    • Management of all pre-procurement activities
    • Management of all procurement activities.

The services also included advice on managing the changes required to the existing Phase 1B DBFM contract (including in the areas of governance, issue resolution between two different concession groups, energy management and integrated technology systems management).

  • PM Advisory services including:
    • Initiation Management
    • Procurement Management (including both prequalification and selection processes)
    • Design Management.

MILTON DISTRICT HOSPITAL

  • MDH is an approximately 330,000 sq.ft. expansion project developed on the existing hospital site using Design-Build – Finance – Maintain (DBFM) delivery model. In addition to adding 66 medical/surgical inpatient beds, the projects provides for the expansion of emergency, surgical, critical care, maternal newborn and diagnostic imaging services as well as the support services. The expansion facility is physically linked to the existing facility which is managed by Halton Healthcare under traditional facilities management methods. The project achieved Financial Close on March 30, 2015. The total DBFM contract value equates to approximately $550 million over the 30 year contract term.

OAKVILLE TRAFALGAR MEMORIAL HOSPITAL

OTMH is an approximately 1,500,000 sq.ft. replacement hospital which has 457 bed capacity that can be increased to 704 beds. The facility is developed on a 50 acre greenfield site using Design-Build – Finance – Maintain (DBFM) delivery model. In addition to the acute inpatient units, the facility houses ambulatory care, complex continuing care, maternal child care, inpatient and outpatient mental health care, diagnostic & therapeutic services as well as customer and staff services. The facility also accommodates 2,000 parking spaces in the form of surface parking and a parking structure. The project achieved Substantial Completion on July 31, 2015. The total DBFM contract value equates to approximately $2,700 million over the 30 year contract term.

HUMBER COLLEGE LEARNING RESOURCE COMMONS

The HLRC is an approximately 260,000 sq.ft. student services and academic support facility developed as a gateway to the existing Humber College North Campus using Design - Build – Finance (DBF) delivery model. The facility accommodates spaces for: student and campus services; the library and information commons; a student access, wellness and development centre; the Dean of Students and student success and engagement offices; the School of Liberal Arts and Sciences; a student gallery and showcase; and administrative offices. The facility is physically connected to other existing buildings and the campus central plant. The project represents the first project implemented using the DBF delivery model in the post-secondary education sector. The project achieved Substantial Completion on March 31, 2015. The total DBF contract value equates to approximately $84.2 million.

ST. JOSEPH’S HEALTHCARE HAMILTON - WEST 5th CAMPUS

SJHH is a 305 bed, approximately 800,000 sq.ft., replacement mental illness and addiction hospital developed on a greenfield site using Design - Build – Finance – Maintain (DBFM) delivery model. In addition to the inpatient beds and all associated support services, the facility also houses expanded outpatient clinics for psychiatry, diagnostic imaging and medical services as well as research and academic spaces. The project achieved Substantial Completion on December 6, 2013. The total DBFM contract value equates to approximately $1,200 million over the 30 year contract term.

WOODSTOCK GENERAL HOSPITAL

WGH is a 178 bed, approximately 350,000 sq.ft., replacement hospital developed on a greenfield site using Build – Finance – Maintain (BFM) delivery model. The facility houses acute inpatient medical/surgical, critical care, maternal/child/women’s health, complex continuing care, and mental health and rehabilitation units. The project achieved Substantial Completion on June 24, 2011. The total BFM contract value equates to approximately $600.o million over the 30 year contract term.
